City of Welland launches downtown revitalization project

Recognizing the importance of downtown revitalization in fostering economic growth, Welland City Council has approved hiring a consultant to update the Downtown and Health and Wellness Cluster Community Improvement Plan (Downtown CIP) as part of the 2024 capital budget.  

The firm J.L. Richards & Associates has been selected to undertake the work. Leading the project from within the City of Welland are Grant Munday, director of planning and development services, and Lina DeChellis, manager of economic development. 

“Updating our Downtown Community Improvement Plan is an important first step in revitalizing our city, especially our downtown area,” said Mayor Frank Campion. “The excitement and potential of this endeavour cannot be overstated. This is about creating a downtown that reflects the spirit and diversity of our community and paves the way for a vibrant and sustainable future for Welland.” 

A community improvement plan (CIP) allows municipalities to direct funds and implement policy initiatives toward a specifically defined project area. In addition to the Downtown CIP, Welland currently has the Brownfield, Gateway, and Affordable Rental Housing CIPs in place. 

The need to update a CIP arises from various factors, including the City’s Strategic Plan, the ongoing update of the Official Plan, and the need for a new, innovative, and transformational plan for redeveloping the downtown area. 

Downtown revitalization fosters economic growth by attracting businesses and investors; it encourages the establishment of new businesses and the expansion of existing ones. A bustling downtown creates job opportunities and stimulates local economic activity. 

A key component of the development of the Downtown CIP will include open houses and consultation sessions to gather input and feedback from businesses, investors, residents, and visitors. This collaborative approach will ensure the revitalization efforts align with the community’s needs and aspirations.
